Hard-delete transactional data for a test organization (E2E cleanup).

Inherits router gates: non-production + x-test-support-key, private schema only. Org must have settings.is_test_organization=True (independent of sandbox). Deletes invoices/payments, subscriptions, payment links, customers, products, notifications, and related rows. Keeps the organization shell (users, branches, settings, accounts).
